DSC 0062The Tecumseh Local Board of Education has issued statements claiming that Superintendent Brad Martin has engaged in deception in order to spend time at gambling establishments.

The Board has scheduled a pre-disciplinary hearing for Martin.  At that meeting, he will be afforded an opportunity to respond to numerous charges made against him by the Board.

The Board alleges that Martin was dishonest with Board and staff members about his whereabouts, falsified sick leave, personal leave and mileage reimbursements, requested cash for iPads but produced no iPads or receipts for iPads and that he misappropriated or did not timely deposit cash belonging to various support groups of the district.  The Board also alleges that Martin misappropriated cash from the safe at Tecumseh High School.

The Board claims that the charges against Martin constitute just cause for termination.

The charges include:

Martin was reportedly absent without leave during work hours on numerous ocasions.  On more than 100 work days, Martin was reported to be at casinos.  The board reports that they have casino records and video to support their claim.  The Board also claims that they just recently learned of this behavior due to Martin’s dishonesty.

Martin was reportedly dishonest with District staff and Board members regarding his whereabouts when he was absent without leave.

On at least four occasions since December 1, 2012, Martin allegedly falsified sick leave and spent a portion of the work day at a gambling establishment.

On at least two occasions, Martin allegedly falsified personal leave, requesting it for reasons that are not acceptable.

On numerous occasions, Martin allegedly falsified mileage reimbursement forms for attending meetings that he did not attend.

On numerous occasions, Martin allegedly submitted mileage reimbursement forms unnecessarily.

In 2014, Martin requested cash purportedly to buy 8 iPads for the district.  The Board claims that they never received any iPads or any receipts for iPads.

On multiple occasions. Martin allegedly misappropriated cash belonging to various District support groups

On multiple occasions, Martin allegedly engaged in deception and dishonesty to obtain cash belonging to various support groups.  On some occasions Martin allegedly attempted to blame others for being responsible for the missing cash.

In December, 2014, Martin allegedly misappropriated cash from the safe at Tecumseh High School that consisted of student donations.

Martin was also advised that he may submit his resignation to the Board’s attorneys before or at the pre-disciplinary hearing.

Further action will be taken by the Board at a special meeting on Saturday, January 10.

No civil or criminal charges have been filed against Martin.

The Clark County Sheriff’s office is continuing its criminal investigation with assistance from the Ohio Attorney General’s Bureau of Criminal Investigation
