Law enforcement and emergency services personnel were called to the 3000 block of Charlotte Drive in Mad River Township just before 5 pm on Wednesday, February 1 on a report of a young child running down the street crying and saying “mom and dad are dead.”

According to Sgt. Denise Jones from the Clark County Sheriff’s office, deputies responded to the scene regarding two victims as being non-responsive. The male half had turned blue.

The child identified the victims as his parents.

The female half, Carla Evalena Logan, became responsive after receiving four doses of Narcan. She said she had a small amount of heroin, but did not know what happened, nor did she know where her child was.

CPR was administered to Chad Drager, the male half. After six doses of Narcan, he was still unresponsive, but after a few minutes he started choking, his eyes were still closed and he had a faint pulse.

Both were transported to Springfield Regional Medical Center.

Witnesses at the scene noted that the child was clearly upset and a passerby stopped and gathered the child into their car while calling 911. Several units from the Sheriff’s office were on the scene along with the Enon Police Department.

A witness stated that she saw a little boy crying along the roadway. She said she asked him if he was OK, and he told her “mom is dead and dad is dead.” She said she and her husband followed the boy to his home. She said the boy told her that his mom and dad used to do bad drugs.

Sgt. Jones indicated that the adults had overdosed, possibly on heroin. This incident comes after a spike in overdoses in the Springfield area last week suspected to be fentanyl being passed off as heroin.

Both Logan and Drager were charged with one count each of Endangering Children, since a 5-year-old child was in their care and they were found unresponsive. They were responsive when given their affidavits.

Clark County Children’s Services placed the child with his babysitter and his 14-year-old brother with his aunt. Children’s services said they were familiar with Logan and currently have an open case with her.

According to the National Institute of Drug Abuse, fentanyl is a synthetic opioid analgesic similar to morphine that is 50 to 100 times more potent. It is normally used to manage pain following surgery.
