Details are emerging from the search warrants executed on Wednesday morning in the City of New Carlisle, as all five suspects appeared in court Thursday morning.

According to court records, Clark County Sheriff Deputies executed two search warrants on Wednesday morning based on complaints from neighbors.

Over the past week, Detectives successfully made two controlled purchases of illegal drugs from Clayton Allen at his residence on W. Washington St. During the first controlled purchase, Detectives purchased 10 Percocets and 2 grams of methamphetamine. However; Allen claimed to be short on methamphetamine. After a short walk to the Langdale address, Allen returned and completed the purchase. 

During the second controlled purchase, detectives bought 2 grams of methamphetamine.


RAID on Langdale Ave.

A warrant was executed at 1001 Langdale Ave. Deputies asked the homeowner if Michael Fulwiler was at the residence and were advised that he was. They searched the home and located paraphernalia, including glass pipes, syringes containing a clear liquid and digital scales.

Deputies then went into the garage and heard a woman’s voice. She was asked several times if anyone else was in the garage and she responded, “I don’t know.”

The woman, Christine Howard, was escorted from the garage by Major Andy Reynolds and was refusing to identify herself. She continued arguing with deputies regarding her rights.

Searching the garage, deputies found Michael Fulwiler hiding on the rear seat floor of a Monte Carlo. He was ordered out of the vehicle but did not comply. He was physically removed from the vehicle.

After Howard and Fulwiler were removed from the garage, Deputy Christopher Doolin advised detectives that they had lifted the garage door but shut it when they saw the deputies.

Howard was charged with Obstructing Official Business for hindering deputies’ entry into the garage. She was arraigned on Thursday morning and plead innocent. Bond was set at $1,000.

Fulwiler was charged with Obstructing Official Business for hiding in the car, for Possession of Drug Paraphernalia and for Resisting Arrest for refusing to voluntarily leaving the car. He plead innocent to all counts and bond was set at $1,750.


RAID on W. Washington

The second warrant was executed at 807 W. Washington St. The warrant was sought after detectives made controlled purchases from Clayton Allen at the residence.

Reynolds spoke with Allen’s mother, Patricia Brown, who said that she had been providing Percocet tablets for Allen to sell for the past three months.

Searching the residence, detectives found narcotics and a large amount of drug paraphernalia in Allen’s bedroom.  They also found about 10 grams of a substance believed to be methamphetamine, pills, pipes commonly used for smoking meth, several digital scales, 32 cell phones and a military-grade bullet proof vest. They also found a notebook which appeared to be Allen’s ledger for monetary transactions for narcotics.

Patricia Brown and her husband, Darrell, denied any knowledge of Allen’s alleged drug activity. Court records indicate that the Browns were warned during an April 24, 2017 raid on the home that if detectives had to raid the home again, they would be charged.

Patricia Brown was charged with one count of trafficking in drugs for supplying the Percocet tablets, and one count of permitting drug abuse because detectives believed that she was aware of the narcotics activity. She plead innocent to both charges at her arraignment on Thursday morning. Bond was set at $1,000.

Darrell Brown was charged with one count of permitting drug abuse. He plead innocent and bond was set at $1,000.

Allen was charged with three counts of trafficking in drugs and one count of possession of drugs. He was already under indictment for drug trafficking from the April search of the home. He plead innocent to all counts. His bond was set at $3,000.
