Clark County Commissioners approved several requests from Clark County Engineer John Burr in preparation for road improvement projects for summer 2016. First, they approved property purchases necessary for the Derr Road widening project that will extend from Villa Road to Moorefield Road. The project will add a turn lane and a bike path on the east side of the road. To complete the project, the commissioners approved the purchase of the Right of Way from Derr Road resident Greenwood Investment for $582.00. They also approved the purchase of real property from Richard and Barbara Miesse and Joann Spencer to not only widen the road but to construct drainage improvements and resurface the road. Commissioner John Detrick remarked, “This is a pass through program for the commissioners. The project is the responsibility of the Engineer Department.”

In order to purchase materials for all construction projects scheduled for 2016, the commissioners awarded unit price contracts for gravel to Barrett Paving Materials, Inc., Enon Sand and Gravel, and Mechanicsburg Sand and Gravel; ready mix concrete contracts to Piqua Concrete Co., Bryce Hill, Inc., and Ernst Enterprises Inc.; and a contract for reinforced concrete pipe to Forterr Pipe and Precast. The contracts are effective January 7, 2016 for the year 2016. Multiple unit price contracts are needed for the same item because of individual item price and size variations, and to provide secondary sources based on job location or materials availability.

The commissioners also acknowledged and awarded a contract to Franklin Iron and Metal Corporation for scrap metal disposal for 2016. The contract is effective January 8, 2016 at the following rates: $90.50 per ton for heavy steel, $75.50 per ton of light steel, and $0.4255 per pound of aluminum.

In further action for the Engineer Department, the commissioners authorized a reduction of $14,814.01 for the contract with Barrett Paving Company for the Dayton Springfield Road Project. The reduction reflects the actual costs of the project.

For the Department of Job and Family Services (DJFS), the commissioners authorized a contract with Agape for Youth, Inc. for $50,000 to provide foster care and residential placement for children.

They also authorized an increase in the contract with Rumpke Waste and Recycling Services by $2,000 for DJFS. The new total of $17,500 allows for the disposal of fluorescent bulbs effective October 1, 2014 through September 30, 2017.

In regular business, the commissioners authorized several actions for County Administrator Nathan Kennedy. These include an authorization for Clark County Offices to participate in the State of Ohio and the Ohio Department of Transportation (ODOT) Cooperative Purchasing Programs to purchase machinery, materials, supplies or other articles Detrick added, “This is positive example of government cooperation.”

In addition, they authorized the clerk to advertise for bids for Elevator Maintenance. The bids are due in the commission office no later than 10:00 a.m. February 25, 2016.

The commissioners also approved an expedited Type 2 Annexation Petition for 8.092 acres located at 2500 Signal Hill Road in Moorefield Township. The request was made so the property owner has access to city sewer and water services.

For Planning and Zoning, the commissioners set the date and time for a public hearing on a rezoning request from Robert Cornwell for 0.957 acres at 6865 W. National Road. Cornwell requested to rezone the property from I-1 Industrial District to R-1 Rural Residence District.

In other business, the commissioners approved a payment of $7,495 to Project Woman for 4th quarter 2015 marriage license fees. They also approved the placement of uncollected charges for sewer and water bills on the tax duplicates for 25 residents in Bethel Township. The total uncollected bills add up to almost $10,000 in uncollected fees. This action benefits the county by ensuring that the fees will eventually be collected. The property owner benefits because no additional fees are assessed.

The next meeting of the Clark County Commissioners is scheduled for February 10, 2016 at 8:30 a.m. in the Clark County Commissioners Conference Room.
