At the February 8, 2017 meeting of the Clark County Commissioners, the commissioners approved several contracts for the Engineering Department for 2017 road improvement projects. First they approved an intergovernmental agreement between the Clark County Commissioners and the City of Springfield for the Middle Urbana Road Rehabilitation Project. Springfield agreed to widen and resurface one mile of County Road 349 Middle Urbana Road from an existing two lane highway to a three lane highway with a shared two way left turn lane. The improvements include pavement widening, minor drainage improvements and ditch grading on Middle Urbana Road between Villa Road and SR 334. The project is funded by federal funding through the Ohio Department of Transportation. (ODOT) for the acquisition of additional right of ways and to acquire certain parcels for the County that are located outside the City limits. The agreement is effective February 8, 2017 through February 8, 2018,

The commissioners also authorized a contract with Barge Waggoner Sumner & Cannon, Inc. for $11,550 for the design and plan preparation for the Home Road Resurfacing Project.

In addition, they awarded multiple unit price contracts for asphalt concrete, ready mix concrete, bituminous cold mix, and aggregate. Multiple contracts are needed for the same item because of individual item price variations and to provide secondary sources because of job location or material availability.

They awarded contracts for asphalt concrete to Shelly Materials, Inc., Barrett Paving Materials, Inc. and A&B Asphalt Corporation. They awarded contracts for ready mix concrete to Piqua Concrete, Bryce Hill, Inc. and Ernst Concrete. They awarded contracts for bituminous cold mix to Barrett Paving Materials, Inc., Valley Asphalt Corporation, and Asphalt Materials, Inc. Award. And, they awarded contracts for aggregate to Mechanicsburg Sand & Gravel, Enon Sand & Gravel, and Barrett Paving Materials, Inc.

For the Department of Job and Family Services (DJFS), the commissioners amended three contracts with Opportunities for Individual Change (OIC) of Clark County, Inc. They decreased two contracts with OIC. The first contract was decreased by $2,179.17 to eliminate the cost of Occupational Skill Training. This contract is set to expire on July 31, 2017. They also decreased a contract with OIC by $1,073,24 to eliminate Work Placement, Job Coaching and Adult Mentoring. This contract is effective August 1, 2016 through July 31, 2017.

However, they increased a contract with OIC by $26,431.14 to cover the cost of Alternative School Services from August 1, 2016 through July 31, 2017.

In addition, the commissioners approved an increase to the contract with David L. Brown Youth Center for DJFS by $40,000 to allow for adequate placement of youth. The amendment is effective February 8, 2017 through December 31, 2017.

Furthermore, for DJFS, they increased the contract with Helping our Young People Connect with God (H.O.P.E.) by $9,700 to extend the contract through June 20, 2017.

For the Utilities Department, the commissioners authorized the Director of Utilities to advertise the Board’s intent to receive Statement of Qualifications (SOQ) for As-Needed Engineering Services. Firms may be placed on the prequalified vendor list by submitting SOQs to the Utilities Director.

In regular business, the commissioners rescinded two resolutions with the Humane Society of Clark County. They rescinded Resolution 2016-0821, which authorized the lease of space to the Humane Society for the Dog Wardens, and they rescinded Resolution 2016-0825, which authorized an agreement with the Humane Society for the housing and caring for dogs.

The commissioners also instructed the Clerk to advertise for bids for Merchant Services. The bids are due in the County Commission Office by 10:00 a.m. March 20, 2017.

In addition, they appointed Chris Simpson as the Member at Large Representative to the Top of Ohio Resource Conservation and Development Council for a term to expire December 31, 2019.

Last, they approved a payment to Arcon Builders, LTD of $76,776.85 for the Juvenile Court Courtyard Improvements Project.

The next meeting of the Clark County Commissioners is scheduled for February 15, 2017 at 8:30 a.m. in the Commissioners’ Conference Room at 50 E Columbia Street.
