At the September 28, 2016 meeting of the Clark County Commissioners, the commissioners approved the extension of the contract with Pictometry International Corp. for two additional years for the County Auditor. The contract was increased by $248,008 and extended from January 1, 2017 through December 31, 2019. Pictometry provides oblique and orthogonal images that deliver detailed and precise views of an area. The resulting images allow for measurements and data extraction. Oblique imagery is imagery captured at an angle to provide a natural perspective, making objects easier to recognize and interpret. Images are captured from north, south, east and west to provide a 360-degree view of every property and parcel. Orthogonal imagery provides a top-down view and aligns to a map grid. The resulting images easily integrate GIS data for a full view of buildings, areas, large land features, and local topography.
According to County Auditor John Federer, “The images are used in case of a disaster. We compare the before and after images to determine the extent of the damage.” The Sheriff’s Department also uses the information.
In regular business, the commissioners reappointed Dan Young to the Board of Directors of the Clark County Convention Facilities Authority for a term ending November 1, 2020.
They also set the date and time for a public hearing to hear a rezoning request from Timothy and Stella Sergent of Bethel Township to rezone a one-acre parcel at 95 S Tecumseh Road from B-2 Community Business District to R-1 Rural Residence District. The Sergents also requested to rezone 0.35 acres at 0 S Tecumseh Road from B-3 General Business District to R-1 Rural Residence District. The hearing will be held at 10:00 a.m. on October 12, 2016 in the Public Chambers on the fifth floor of the county building at 50 E Columbia Street.
In other zoning business, the commissioners acknowledged the receipt of an Expedited Type 1 Annexation Petition for 20.19 acres at 3000 E Main Street in Springfield Township to the City of Springfield effective September 27, 2016. The property borders the Springview Government Center, which is already in the City of Springfield
In addition, the Commissioners approved the legal holiday schedule for 2017 and authorized the purchase of food, door prizes and related items for the Employee Benefits, Health and Wellness Fair scheduled for October 18, 2016.
For the County Engineer, the commissioners approved an increase in the contract with A-Team Property Management & Maintenance, LLC by $17,681 to reflect the actual cost of the project.
For the Sheriff’s Department, the commissioners authorized a grant submission to the Ohio Traffic Safety Office and accepted the grant for $29,043.23 for an impaired driving enforcement program to safeguard Ohio roadways. They also authorized a grant submission and accepted the grant for $21,298.37 from the Ohio Traffic Safety Office for the Selective Traffic Enforcement Program to safeguard Ohio roadways. Both grants are effective October 1, 2016 through September 30, 2017.
For the Department of Job and Family Services (DJFS), the commissioners approved an increase in the contract with Seeds 4 Life, Inc. by $100,000 to increase the total contract and increase the per diem rate to reflect current Title IV-E Reimbursement Ceilings effective November 25, 2015 through December 31, 2017.
The next meeting of the Clark County Commissioners is scheduled for October 5, 2016 at 8:30 a.m. in the Commissioners Conference Room at 50 E Columbia Street.
