New Carlisle City Council passed a resolution establishing non-smoking zones in the City’s parks.

The resolution prohibits tobacco use (including e-products) within 20 feet of “City operated parks and facilities including the restrooms, spectator and concession areas, playgrounds, swimming pools, athletic fields/courts, open air shelters, and special event venues.”

“It comes down to undue hardships,” said Council Member Bill McIntire. He said that smokers can step out of the restricted areas to smoke without creating undue hardship, but non-smokers who are subjected to tobacco smoke do endure undue hardship.

The city will be erecting signage to inform the public of the non-smoking areas. Violation of the policy will result in the offender being asked to leave the park.


City Manager Randy Bridge asked council to approve seeking Community Block Development Grants to demolish Madison School. He said that grants would not pay for the entire project and that some general funds would have to be used to supplement the grants. He said that would have an effect on street repairs in town. He stressed that Street Levy funds have to be used for street repairs, and that funds from the General Fund normally used for street repairs would be used for the school’s demolition.

“I’m concerned that perception would be that we’re using street funds to tear down the building,” said McIntire. Other council members echoed the same sentiment.

Bridge agreed to get updated estimates on demolishing the school and to bring it up again in 2017.


Bridge also reported that the new internet service with faster speed has not worked out and has been discontinued. The new service was an experiment because it took so long for deputies to send data from their cameras to the Sheriff’s Office in Springfield. Deputies will now burn their camera data to CD and the CDs will be physically transported to Springfield.

Council also passed an ordinance allowing the installation of new playground equipment for Smith Park. The equipment has been provided by the Clark County Health Department. The city’s obligation is to install the equipment.

The next regular meeting of the New Carlisle City Council will be on Monday, May 16 at 7:00 p.m. at the Smith Park Shelter House. The public is welcome to attend.
